I recommend that you discontinue attempting to use that mouse, reasons being 1) the message "USB Device not Recognized" most of the time indicates a physical hardware issue, perhaps the cable has a short in it 2)If you continue to try and use that mouse you may damage the USB ports on the motherboard which is a lot worst then having to purchase another mouse. Believe it or not USB Mice can be DOA (as with any other PC Component) as well or just stop working. The fact that the cable burns up when being plugged in indicates there may be an electrical issue with the Mouse or USB port. If your PC came with diagnostic software (like most Dells) run it and make sure that the USB Controller Hub passes it Hardware test. try the Mouse on another PC

It is possible that all you need to do is update your device drivers for the mouse. This can be done by finding the newest drivers online and installing them. Not everyone knows how to update device drivers and that ok, there is a program that can help you do it. I believe the program is called microsoft fix-it. You can find it online with a simple google search. This program is actually a good thing to keep around because it can detect and fix a whole list of things that may go wrong. The best part about it is it requires you to do nothing, you simply click a button to scan your computer, then click a button to fix all the problems found.

The other possibility is simply that your mouse went bad. This can be tested by trying it out on another computer of course. I hope any of this helps you at least get headed in the right direction.
