I would like to give lessons in mathematics using Skype. So, I want my students to read what I am writing. Is it possible to use a graphics tablet instead of a webcam?

Not for Skype, though there are alternative programs you can use online that you could send your students a link to, who can all see your drawings.

I've not used Skype for a while, but the messenger software I use tend to call this feature "Whiteboard" or "Whiteboarding". Googling Skype Whiteboard appears to come up with results, so perhaps is there already hidden beneither several layers of menus.

Not with skype. You could get a webcam and point it at your monitor, but that wouldn't look very good.
