do you need some electronics to split 1 usb port into 2 or is it simply a wiring issue.
I wonder if 2 devices on 1 port would conflict I think the answer is yes but i would like to no

you would need a usb hub or splitter to safely use 2 ( or more ) devices off a single usb port,and the good news is they are relatively inexpensive,infact you can get a SWEEX USB 4 PORT HUB ( http://www.ebuyer.com/360026-sweex-usb-4-port-hub-us012?utm_source=google&utm_medium=products&gclid=CN7upJfRuboCFfSWtAodCRkAvw ) for only £2-99

this has 4 additional usb ports and theres a connector that inserts in your one avalible usb port .... this is much less hassle and can ( in theory ) be daisychained up to 127 usb devices ( however no one would actually need or use that many )

theres many usb hubs avalible and one of the most compact is the "Belkin 4-Port USB Swivel Hub"( http://www.broadbandbuyer.co.uk/Shop/ShopDetail.asp?ProductID=5469 ) which is ideal for laptops and smaller pc,s .... this has a smaller form factor so it can be fitted and not seen and this also has 4 usb ports ....

finally if your pc or laptop has a working usb3.0 port ( which are significantly faster than usb2.0 ) then make sure you buy a usb3.0 hub... if you don't then the usb3.0 port on your laptop or pc will only run at usb2.0 speeds (480mbps) and not the usb3.0 speeds (up to 5gb/sec ) .. a decent usb3.0 compliant hub to consider is the "Maplin 4 Port USB 3.0 Hub"( http://www.maplin.co.uk/usb-3.0-white-4-port-usb-hub-614634 ) .. at £20 its more expensive than usb2.0 hubs but with its superior transfer speeds that's expected

Update 'cause of your update: Uninstall and reinstall the USB drivers for those ports.... you should reinstall their drivers. Plug in the devices, open the device manager, and find them in the manager. Right click on them and delete their drivers. Do this for the two devices. Then right click in the device manager window and click rescan for new devices. Follow the prompts to reinstall the drivers. if this doesn't work, you may want to re-install the drivers of the USB ports. Do the same thing as before except right click on the USB ports and uninstall the drivers. Then let windows reinstall them. Are the malfunctioning ports physically located in a different place from the working ports, e.g. the ports on the top of the case (or front) vs the ports on the back of the case? Because if this is so, then the bad ports might have an actual hardware issue. Not sure how to repair that, then.

Yes you can buy a USB hub from eBay and use one USB port on your device to be attached with multiple usb devices.

One port will control two devices. I bought a laptop cooler that came with a connection that allows you to plug another device in the back side of the usb connection so the fan wouldn't take up USB space. I've got my wireless mouse plugged into the same usb slot as the fan, and both work just fine. I've seen dual usb connectors on Ebay.

You can get what is called a USB Hub. This should solve your difficulty. Have a look here at what Amazon are selling:-
