There are a few ways to get you by with this.

First you can simply go to a online radio station and listen to them like http://www.kiisfm.com/ or http://www.z100.com/ or http://www.bbc.co.uk/radio1/ or Yahoo Launchcast.

Second to listen to your local station on the cheap you might want to buy a USB FM radio like this http://www.amazon.com/D-Link-DSB-R100-USB-Radio-Software/dp/B0000488VF or a for more serious listening a software defined radio from here http://www.flex-radio.com/

If on the other hand if you're talking about a cheap contraption to tune into your local stations try the one here with a tuned tank circuit with a coil of wire (called an inductor) a variable capacitor(a tuning device to help you select radio stations) wired in parralel and a diode in series to that. See http://www.electronics-lab.com you need to wire the diode output into the input of your soundcard. Thats all there is to it.

There you are. You know now what to do. Take your pick.
