Why is my USB mouse is not recognized?

I just bought an optical mouse. The instructions were to plug in the USB plug and follow the steps, that would pop up, which were not specified. When i plugged the mouse in, it lit up, but did not connect to the computer(*laptop). The same has gone for any other usb application i have plugged in. My phone will charge, but nothing pops up on the screen. I have checked under "my computer" and nothing is there. I really have no idea what to do. There are no further instructions in the booklet. It seems that nothing will connect to my computer. All my usb ports give energy but will not connect. I have tried restarting, but no good. Any ideas?

My guess is that you have not installed the necessary drivers for the USB ports. A CD must have come along with the lap top containing all drivers for the mother board. Please seek it out and install the drivers for the USB ports. If such a CD is not available with you, then go to the motherboard manufacturer's website and down load and install the necessary drivers.

P.S. Some times Windows does not recognise a USB device. The device can be pulled out and reconnected. This step will make it work properly.
