On Newegg. com, the SAPPHIRE 100218L Radeon HD 2600XT 512MB 128-bit GDDR3 PCI Express x16 HDCP Ready CrossFire Supported Video Card, can that card run on a 250 watt power supply (Shuttle XPC SN21G5 System)?

You can never go wrong with upgrading the PSU. 500W PSUs are cheap nowadays anyways. Since you're buying a new GPU, might as well not risk your PC failing to boot; go ahead and purchase an upgraded PSU.
250W will NOT run your GPU in addition to your other components. If it does, by some miracle, you'll experience brownouts and PC shutdowns as there isn't enough power being dished out to the various components.

These cards may not fit into your SFF case another thing is they will probably over heat if your case is not properly cooled by a front case and rear case fans. Sadly 250 watts is nothing, your system won't even boot with that card in there.
If you want to stay with the SFF case I'd get an Apevia X-QPACK2 comes with a 500 watt PS. About $89.00 at www.newegg.com. This is what I have, I have the lime green one and it's sweet.

I doubt it. It would really depend on what other (an how many) parts you have in your computer, but with only 250 watts you probably wouldn't be able to run much else with your mother board, cpu, hard drive, optical drive. There are online calculators that you can search for that will help you determine how big of a power supply you really need.

Perhaps, MAYBE.
The Radeon 2600XT gDDR3 sometimes do not require the extra power cables needed.
