The external tuner has a coaxial cable input, and provides Digital output for monitor. No need to switch on your CPU, just Monitor. External Tuner card is better than internal card, you will not get any hardware problem from CPU if you use external card. Otherwise you will face some problems.

The external tuner has a coxial cable input which then connects to your PC probably by USB. You do not need any additional hardware, maybe a remote if you're using Windows Media Center.
