Can my friend delete his windows XP operating system if he buys windows 7? He doesn't have the CDs for the windows XP.

If you have the full version of Windows 7, then the answer if yes. You can wipe out your XP completely. However, if something fails and you need to go back to XP, then you'll be in such trouble if you don't have the XP reinstallation CD. If you want to revert to XP though without a CD, you can do it if your computer is equipped with a recovery option that will load factory-installed software. I did it for my laptop once. I don't have the CD but since my laptop has a way to go back to factory-installed applications, I didn't have a problem reinstalling my Windows after it crashed on me.

You dont need a CD for an OS unless you plan on a system repair or an install. You will format the partition when install Windows 7 with the Windows 7 CD.

Yes, all contents of the hard drive will be wiped if you reformat any hard drive with a new (or the same) operating system. Make sure the computer meets the system requirements! It'll be a disappointing waste if it doesn't.
