In Windows Explorer my second DVD drive is being displayed as a CF card. How do I correct this ?

I have already uninstalled the drive and let Windows discover the drive again

I agree that the jumper is a likely cause, however I have seen once where Windows allocated the same drive letter to multiple drives. I have no idea why, but I fixed the problem by going to disk manager (right click My Computer, choose Manage, then choose Disk Management), right clicking the drive letter for the problem drive, re-assigning it another drive letter, e.g. tell windows to change drive d: to f: or whatever. When I did that, I had both drives back.

You probably haven't set the jumper setting correctly, or your drive is faulty.
Try setting only your dvd by itself on a cable, then if it picks up fine, I can bet you your jumper setting sin't correct.
If you look at your drive from the back, you'll see that you have your power, ( white connection ) you IDE cable ( normally grey , and then you have little spikes that you can put a jumper on, if you don't have a jumper on any of the spikes, get one, if you do, change the setting according to what your other drive is, or change your other drive, if you are using cs ( cable select ) this does not always work.

the problem is in the physical installation
your 1st and 2nd DVDs are on the same data cable
so you must set the Jumber on one as (master), and (slave) for the other.
then uninstall the driver and let the windows find it correctly
