when your looking at a product it will say what parts it can handle.

When it comes to the CPU it will have a Front side Bus (FSB), and a socket LGA1155. The CPU can exceed the speed of the FSB or be less then the FSB but the board can only utilize a specific amount of FSB. Also your can only put a CPU that fits the mother board socket. The CPU has to be socket LGA 1155 to fit the mother board you have listed.

PCI express is the video card. Almost all new motherboards have PCI express 2.0, 2.1, or 3.0. Its just a standard that the slot is manufactured at.

newegg.com is a better place to get all of those parts except for the motherboard. They seem to be shipping allot of DOA boards. DOA is Dead on arrival, or also called broken.

I hope this helps, Look at some tech forms for some help on what the different parts you will need for building a computer. Its truly not that hard i have been build computers for over 14 years. Your first time reading the material will be hard to understand, but it will pay off once you get some hands on into computer parts.

Make sure you do some extra reading before you go and buy parts.

The video card will artwork high quality, notwithstanding the processor is questionable. In theory it would artwork because the motherboard helps 800Mhz FSB, yet i do not recognize if its able to reading the die decrease. i ought to search for the computing device on the Dell website to make sure the way it must be upgraded, yet i imagine it would properly be in a position to succeed in this with a bios replace from Intel.
