I just received this http://www.ebay.com.au/itm/7-Black-Keypad-Keyboard-Leather-Case-4-Android-Tablet-PC-ePad-Apad-MID-Pendo-/221256732062?pt=AU_TabletAccessories&hash=item3383edcd9e&_uhb=1 Leather Micro USB case keyboard and I've tried to plug it into both my of 7" Android 3 tablets, but I can't seem to get any response out of it

Am I missing some sort of installation process, or should it be plug and play and i've recieved a faulty keyboard?

You misread or misinterpreted the description. It works with a tablet PC, not a tablet. There is a difference.

You can root your tablet and install a driver. Find more info on android forums. You need to use a Bluetooth keyboard.

should be just plug and play, there's no on off switch maybe? I'm assuming it's powered by the tablet so there's no need to charge it, probably just a faulty case, try to get a refund.

Just go to settings , Bluetooth and switch it on. Now , see whether it detects nearby devices. If there are no nearby devices with bluetooth on ,then obviously it's not gonna detect them. Even then if it doesn't detect , switch off and switch on your Tab and then try. Even then if it doesn't work, then your Bluetooth adapter is damaged and you have to get it replaced.
