Why formatting right away? Did your try some maintenance first?
- run TFC temporary file cleaner and CCleaner to trash temporary files
- make your page file minimum the same as the maximum
- run MyDefrag 'monthly' schemes a few times
- update drivers and firmware
If you want to install XP from an USB stick you need to copy an XP installation DVD to it and boot with it. Maybe you have to tell your BIOS to boot from USB. Additional applications and drivers are installed after your XP installation and are not needed on that stick, however, if you have i.e. a odd type of Raid controller you may need to provide these drivers when prompted in the first stage of installation when all kinds of files are being loaded. Most home users never have to do this.

You don't need to do that.
Copy your files first (The Flash drive may be all you need). Burn CD/DVDs if needed.
Insert the OS install disk and delete the OS partition when offered the option, then format it.
Copy the files back to the appropriate folders.
