if your seriously considering this type of thing then steer away from webcams entirely....any decent dv camera can be streamed via software and the internet to a web based video feed. Sony, Sanyo either minidv or standard dvd cameras will give you a full range of zoom functionality as well as proper auto balances and broghtness/contrast controsl that are usually lacking in standard webcams....on top of that some of the more advanced cams can be used via remote control...allowing you to control the cam from where you are.

an addition of a decent video card with tv input is all that would need to added on top of standard video streaming software.

Try the Logitech QuickCam Pro 9000 (version available for laptop too) or the Logitech QuickCam Ultra Vision - both are excellent in low light conditions, record video and sound well and the software is top-notch
